The amendments are aimed at:
- Ensuring continuity in the IOC’s leadership and governance (Rule 16.3.3.2.2) by extending the number, from five to ten, of IOC Members for whom the age limit may be extended at any time.
- Separately listing suspended IOC Members (Bye-law to Rule 16.3)in the up-to-date register kept by the IOC Executive Board, which includes the IOC Members, Honorary President, Honorary Members and Honour Members.
- Clarifying the quorum determination (Rule 18.3) at the IOC Session, to specify that the quorum required for a Session is half the total membership of the IOC with voting rights.
- Updating the name of the International Swimming Federation (FINA) to World Aquatics (AQUA) in the list of recognised International Federations (IFs) (Bye-law to Rule 45.1.3.1).
- Removing the International Boxing Association (IBA) from the list of recognised IFs (Bye-law to Rule 45.1.3.1),following the decision by the IOC Session on 22 June 2023 to withdraw the IBA’s recognition.
- Aligning with other references throughout the Olympic Charter (Bye-law to Rule 46.4.2) in mentioning “country of the host” rather than “host country” (this amendment applies only to the English version of the Charter).
- Allowing more flexibility with the venue hosting the opening ceremony (Rule 54.1)by replacing the words “Olympic stadium” with “opening ceremony venue”.
